Policies: A Manifesto for the Future We are at a turning point in our history. We know the challenges that face us. Climate change on an unprecedented scale; a continuing, and irrevocable reduction in fossil fuels; a world financial and economic system under stress and threat of collapse; an unsustainable world population. The choices that face us are equally well known. We can deny it’s happening; we can pretend it’s not about us; we can carry on with our old ways, regardless. Or we can turn and face the challenge. This manifesto is one of hope. Hope that we can galvanise action, enthuse, be radical and creative, harness our talents in Cornwall and redesign our future. These are fine words. With your support we intend to turn them into actions. Our intentions are
The paragraphs that follow set out our broad principles in each area, with some suggestions about detailed actions. We do not propose to be prescriptive: events are moving fast, and the best approach is to be ready for the unexpected, and to build resilience (however that might be described) into all our policies. Some priorities for the new Cornwall Council Housing: We will protect what we can for existing residents, improve properties to much higher levels of insulation, promote more public housing. Food and farming: Always central to the Cornish economy, food and farming are set to become the cornerstone of our survival. We will rebuild local farming and food infrastructure, promote horticulture and community supported agriculture. Post offices, banks and other local services: We will build on the services offered by post offices in partnership with the council, we will work with credit unions to get a basic bank account available to all, we will support local retailers, farm shops and local produce markets. Getting around the county: We must plan for life after the end of cheap motoring, we will work with bus companies and local communities to provide workable solutions to rural transport, we will work with coach operators to provide a county-wide service, we will build more cycleways and footpaths so that people can walk or cycle safely between villages, we will reduce speed limits on roads, no new major road building projects, work with Railtrack to improve the services on all lines in the County. Long distance travel: We will not support any more developments of the A30, we want a swift and urgent review of the Newquay Airport project which is currently acting as a bottomless pit for council taxpayers' money, we will work to protect the mainline train services. Energy: We must reduce our reliance on imported energy into the county by encouraging renewable energy generation at all levels such as wind turbines, particularly supporting community-owned wind turbines, solar power on a commercial scale and for households. Tourism: This sector is the largest in our economy and provider of thousands of jobs, we will work with the industry to minimise its carbon footprint, encouraging longer stay holidays rather than very short breaks, providing alternative transport for tourists rather than their relying always on motor cars. Waste: We must urgently reduce the waste created, maximising the re-use of materials, and then expand further the recycling options; then we must deal with residual waste as closely as possible to where it is produced. Children's services and education: Our children and their children will have to adapt to and survive in a world very different from ours, we must give them the tools to cope with this – the skills and attitude that will enable them to be resilient in the face of rapid change. We will work with local farms, horticulture businesses etc. as part of this. Adult services: As the economy falters and weakens, more people will lose their jobs through no fault of their own, we will seek to mitigate the problems that this will cause. We will press for a Green Enterprise Allowance Scheme, we will maintain and expand adult education, we will promote employment schemes in sustainable jobs. Cornwall Council: We will ensure that the Council itself practices what it preaches, we will:
